On the rollercoaster of sadness

For the past several weeks I've started to question how valuable therapy is. I'm questioning how good my psychologist is as well and how could I know if a psychologist is good or not.
I've been to therapy for 16 years and yet, I'm still facing problems with my mental health. Surely that is a long ass time where I should already be cured? I know I was diagnosed with borderline PD but still, surely that is a long time for me to handle the illness much better even if it can't be cured.
Do you think psychotherapy works? Is it just a matter of switching psychologist?
I feel a bit lost.
