is this true that in partial hanging ligature puts pressure on jagulars and jagulars put pressre on carotids ? so in order to put pressure on carotids you first have to put pressure on jagulars ?

It depends on how long you were hanging
one is one side of the neck and the other is... well the other side. So, I would imagine you would be putting pressure on both no matter what, when trying to hang yourself.
The Cardiovascular System of the Head and Neck
The jugular veins and the carotid arteries are in both sides of the neck. The jugular veins need less pressure to close than the carotid arteries. So if you block the carotid arteries, you are simutaniously blocking the jugulars.

i tried to day with nylon stockings but I have trouble locating important veins on my neck. I dont know what to do. Please help. should i squeeze above or below adam's apple ?

More importantly it might be wise to devise a setup that will keep pressure off your trachea, and that will only apply force to the blood vessels.

if i dont lose consciousness but my head starts to bloat it means im doing sth wrong. What is it ?

How's your breathing? There's going to be some discomfort. I don't think unconsciousness happens in mere seconds. Sounds like not enough blood cut-off to me, but really not sure. Might need to add aids, like bean bags, under rope to exert more pressure.
