The jugular veins and the carotid arteries are in both sides of the neck. The jugular veins need less pressure to close than the carotid arteries. So if you block the carotid arteries, you are simutaniously blocking the jugulars.

How's your breathing? There's going to be some discomfort. I don't think unconsciousness happens in mere seconds. Sounds like not enough blood cut-off to me, but really not sure. Might need to add aids, like bean bags, under rope to exert more pressure.
