I feel like it would definitely be extremely painful, and at some point the rubber bands may snap during convulsions.

The basic problem with the rubber bands is not enough pressure on the neck and the duration of strangulation will be so long. It is not painful but can be terribly.
I would opt for gorilla tape over rubber bands, won't snap and SI won't be much of an issue because the tape is strong and near impossible to get off. This will be my method when the time comes.
No, of course it won't work. This is just another one of the many idle fantasies that kids dream up on here.
The basic problem with this idea is that any rubber band big enough to get over your head is going to be too big to compress the neck arteries.
