The laws don't change, it's just harder to track what you're doing. And if you're smart most anything related to ctb'ing is safe in terms of the law.

It's much safer though I don't know about how safe it is especially since the FBI inflitrated TOR back in 2014. There are many dead links now back it's shows an 'interesting' side of humanity.
