Help .22 rifle?

So of course in the UK theres a limit on power of guns you can have.
I was wondering if a .22 rifle is powerful enough to ctb?

A .22, I'm assuming .22LR for ammo. If not long rifle ammo then it will require skill and some luck to be fatal. .22LR hollow point is right at the line of not consistently being fatal. Of the ones that succeed a decent percentage don't exit the brain instead bounce off the inside of the skull and create more damage.
