Today, OFCOM launched an official investigation into Sanctioned Suicide under the UK’s Online Safety Act. This has already made headlines across the UK.
This is a clear and unprecedented overreach by a foreign regulator against a U.S.-based platform. We reject this interference and will be defending the site’s existence and mission.

Does anyone know what program was most likely used to create this?
I did ask the maker via messenger but don't think he'll say. I use video editing software already but it's not capable of doing this.

That video is well done. I am clueless as to what software one would use for such things. Perhaps, something that combines animation and photo editing. It's a cool way to be introduced to Glasgow, and some of its history.
