Nobody says how cruel the people are who start filming strangers knowing they will get a reaction.
The victim is the person who was minding their own business trying to get through this and someone finds their appearance funny sees the opportunity to get views/subscribers so starts to provoke them to get a reaction

The victim becomes distressed and lashes out, their life is ruined and the bully gets compensation and attention they wanted and labelled as a victim.

The injustice of this sick society is beyond words

And people keep it like this.

Without knowing where you live (so speaking for Canada and USA), its legal to video on public property/what you can see from public property. While people should be more mindful of others there is no law against it and if there was a law against it that would cause a lot of other/worse problems so there really isn't anything they can do.
